Muhammadu Buhari orders immediate payment of 2 months conditional cash transfers for most vulnerable citizens

On Wednesday, 29th March 2020, the President of Nigeria, Muhammadu Buhari gave a public address on the pandemic disease covid-19, currently ravaging the citizens of Nigeria. As of today, the total confirmed cases of coronavirus stood at 143 out of which 2 are dead and 9 recovered.
The President from his address ordered immediate payment of two months for the poorest and most vulnerable citizens. He said:
"Based on the advice of the Federal Ministry of Health and the NCDC, I am directing the cessation of all movements in Lagos and the FCT for an initial period of 14 days with effect from 11pm on Monday, 30th March 2020. This restriction will also apply to Ogun State due to its close proximity to Lagos and the high traffic between the two States.
"All citizens in these areas are to stay in their homes. Travel to or from other states should be postponed. All businesses and offices within these locations should be fully closed during this period.
"For the most vulnerable in our society, I have directed that the conditional cash transfers for the next two months be paid immediately. Our Internally displaced persons will also receive two months of food rations in the coming weeks."
The question that arose from many citizens remains "Who are the poorest and most vulnerable citizens?". The information we gathered from reliable source made us know that the Conditional Cash Transfer Programme is in collaboration with the World Bank and uses a model known as the Community Based Targeting.
Community Based Targeting is a model where members of an indigent community identify what poverty means to them and who the community considers the poorest households among them.
With these conditions, I hope the Federal Government has reached everyone's village and given the money to the most vulnerable.
